General
The
generation of hazardous chemical waste at Binghamton University is regulated
by the NYS Department of Environmental Conservation Law Article 27,
Title 9 and 6NYCRR Parts 370 through 374.
These laws set forth:
* requirements regarding storage and accumulation
of hazardous waste;
* requirements regarding marking and labeling
of waste containers;
* requirements regarding manifesting of off-site
shipments of hazardous waste;
* requirements for contingency plans and training
of personnel; and
* record keeping and reporting requirements.
Purpose
The
University's Hazardous Chemical Waste Contingency Plan
was incorporated into the campus Integrated Contingency Plan (ICP) in
2002. It is designed to minimize hazards to human health and the environment
from fires, explosions, or any unplanned release of hazardous waste
or hazardous waste constituents to air, soils, surface waters, or groundwater.
The
provisions of the plan will be carried out immediately whenever there
is a fire, explosion, or release of hazardous waste or hazardous waste
constituents (or the potential thereof) which could threaten human health
or the environment.
Copies
of the Plan
Copies
of the Contingency Plan will be maintained in the Environmental Health
and Safety office, Physical Facilities, Vestal Police Department, Vestal
Fire Department, Lourdes Hospital, Wilson Hospital, Broome County Emergency
Services, and with the Local Emergency Planning Committee (LEPC).
Summary
of the Contingency Plan
The
Contingency Plan lists the names and telephone numbers for the Primary
Emergency Coordinator, Secondary Emergency Coordinator and various emergency
contacts such as local police, fire departments, spill contractors and
Haz Mat response groups.
The
plan describes the various campus communication systems eg., radio systems,
911 telephone system, building alarm systems, fire protection systems,
spill control equipment, arrangements with local authorities, and a
list of emergency equipment carried in the safety department's emergency
response vehicles.
Emergency
Procedures
Whenever
there is an imminent or actual emergency situation, the Primary Coordinator
(or their designee) will assure:
* Emergency alarms are activated.
* Emergency response personnel have been notified.
* The character/source/amount/extent of the emergency
has been determined.
* An assessment of possible hazards to human
health or the environment is completed.
* The evacuation of people that may be affected
by the emergency has been made.
* That appropriate government agencies have been
notified.
*
Notification has been given to the National Response Center when deemed
appropriate.
All
measures reasonably necessary to prevent harm to human health, or the
environment, will be used to the extent possible.
Training
As
required by New York State law, all campus personnel that generate hazardous
chemical waste must receive ANNUAL training in the content and use of
the University's Hazardous Chemical Waste Contingency Plan/Integrated
Contingency Plan.
