Strategy #1: Invest In Academic Excellence, Innovation, Growth and Diversification

Develop a Memorandum of Understanding (MOU) between the University Police and the City of Binghamton Police to define emergency police response to downtown campus facilities. This may well require continuous review of the MOU with possible dynamic modifications relevant to the growing relationship between the two law enforcement agencies. The University Police offers a credit-bearing course called Rape Aggression Defense (RAD). It is available to female students, faculty and staff only. This course is also offered in the Residence Halls. We expect this program to expand in direct proportion to our expanding student population. There is also a RAD course tailored for the male population, available on request.
Create a volunteerism program for BU retirees where they can return to the campus, share knowledge and make new contributions. (Human Resources) (The retiree program is in full swing and an Advisory Committee has been established)

Investigate new ways to provide the high level of service that our community members have come to expect. Research the viability of using technologies such as the Mobile Data Terminals, or wireless network access capability in our patrol cars, thereby rendering field level service more efficient. Enhance town/gown relations and the visibility of the University to potential students, staff, and donors by creating and maintaining a sound infrastructure for support of special events on campus (i.e., Empire State Games, Special Olympics, and various other high profile events) through the Conferences and Special Events Office. A component of the "connect-from-anywhere" and "work-from-anywhere" environment is a wireless network that covers outdoors areas of the campus as well as buildings. Develop a cost plan to facilitate decisions on how far and how fast this environment should be developed. Expand energy saving initiatives such as receiving support from sister state agencies (NYPA and NYSERDA) and Economic Development Grants administered by NYSEG. (Physical Facilities)
Refine the Residence Hall Facilities Capital Plan to meet future campus needs as well as bringing buildings into fire safety code compliant by 2010 as mandated by the Governor's task force. Strategy #4: Foster a Campus of Diversity, Respect and Success

We will continue to work locally and Statewide to recruit department members from a variety of backgrounds. With the establishment of a security operation in the UDC, we have transferred an African-American Dispatcher (CPSO I) to a new position of responsibility within the security operation. We will be able, hopefully, to promote him to a supervisory position in accordance with Civil Service rules and regulations. We have held recruitment initiatives at highly attended public functions such as the Broome County Air Show and will continue to seek similar recruitment opportunities as they arise. Work to ensure access to technology for students with special needs. (Information Technology Services) (Assistive packages have been upgraded and additional enabled workstations were added to the pods – ongoing)
